1. Open the original photo, go to Filter -> Brush Strokes -> Accented Edges and apply the filter with the following settings:

- Edge Width: 4
- Edge Brightness: 20
- Smoothness: 6

2. Now we need to distort the image to obtain the characteristic visual aspect of Van Gogh's paintings.

Go to Filter -> Distort -> Wave and modify the settings until you obtain a pretty decent effect. You can start with the following settings:

- Number of Generators: 5
- Wavelength: Min.: 100 - Max.: 300
- Amplitude: Min.: 5 - Max.: 10
- Scale: Horiz.: 100% - Vert.: 100%
- Type: Sine
- Undefined Areas: Repeat Edge Pixels

3. Now apply the Palette Knife filter (Filter -> Artistic - Palette Knife) with the following settings:

- Stroke Size: 7
- Stroke Detail: 3
- Softness: 10

4. Now comes the tricky part. Use the Elliptical Marque Tool and select a part of the picture that includes some edges. Go to Filter -> Distort -> Twirl and set the distortion angle to 90°

5. Repeat the point 4 by moving the selection on other parts of the image (better if you move along the edges) and re-applying the Twirl by pressing Ctrl+F. Do this until you are satisfied with the result.

6. Now apply the Paint Daubs filter (Filter -> Artistic -> Paint Daubs) with the following settings:

- Brush Size: 1
- Sharpness: 4
- Brush Type: Wide Sharp

7. That's it. Click here to see the high-res final image.
